History of Sri Lanka - Cambodia relations

Sri Lanka Ambassador (designate) to Thailand, Chaminda Colonne (concurrently accredited to Cambodia and Lao PDR) paid a courtesy call on Ambassador of Cambodia to Thailand Ouk Sorphorn on 22 March 2021 and discussed on consolidating bilateral relation between Sri Lanka and Cambodia in all the spheres.
The religious and cultural links between Sri Lanka and Cambodia dates back to the 5th Century as the epigraphical evidence suggests that Mahavihara and Abhayagiri of Sri Lanka had made an early impact on the development of Theravadha Buddhism in South East Asia, when a substantial part of this region was dominated by the Mon Khmer culture, which later became part of the Khmer empire.The historical relations are based on Buddhism as both countries practice Theravada Buddhism.

Formal Diplomatic Relations were established in 1952, and have remained strong and cordial. Sri Lanka is accredited through the Mission in Bangkok, while Cambodia is accredited to Sri Lanka through its Mission in New Delhi.

On 28 May 2020, the two Embassies in Bangkok marked the 68 years of establishment of diplomatic relations by exchanging notes from the respective Foreign Secretaries. (more).

MoUs/ Agreements signed between Cambodia and Sri Lanka

a) MoU on Bilateral Consultations between the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia and the Ministry of Foreign Affairs of Sri Lanka.
b) MoU between Cambodia Chamber of Commerce and Colombo Chamber of Commerce in Sri Lanka.
In addition,
  • in 1999, MOU on Culture, Education, Sport, Economy and Trade
  • in 2004, MoU for Liaison between the Ministry of Interior of Cambodia and the Ministry of Defence of Sri Lanka, were signed.
Following agreements are ready to be signed in due course:
a) Agreement on the Exemption of Visa Requirement for Holders of Diplomatic and Official Passports.
b) Agreement on Bilateral Air Services.
c) Memorandum of Understanding on Cooperation in the Field of Tourism.
