About Registration of Birth & Citizenship with Consular services to the public are provided under the terms of the Consular Functions Act No. 4 of 1981.

Instructions to applicants

Registration of Birth outside Sri Lanka

Registration of birth of children born outside Sri Lanka to Sri Lankan parents can be registered at the Embassy under the provisions of the Births and Deaths Registration act (chapter 110 ) and section 7 of the consular functions act no 4 of 1981 and the consular functions (amendment ) act no.18 of 2006.

At least one of the parents should be a citizen of Sri Lanka /should have dual citizenship at the time of the child’s birth.

Under normal circumstances, the declaration should be submitted within three (3) months of such birth to the relevant Diplomatic/consular officer, If not after three (3) months and within one year the Diplomatic/consular officer should record the reason for the delay and effect the registration.

After a year if the registration is not done it should get the consent of the Registrar General. Applications should be forwarded to the Registrar General Department (Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10) to obtain the approval.

Registration of Citizenship

Children born outside Sri Lanka to Sri Lankan parents (At least one of the parents should be a Sri Lankan) needs to be registered at the Department of Immigration and Emigration within one year of birth for the confirmation of the child’s citizenship. A certificate for the Registration of Birth is issued to the applicant. A fine will be imposed in the event of failure to register the birth of a child within a period of one year from the date of birth. 

Required Documents

The following documents are required to submit for the registration of birth:

  • Application for Birth Registration (download)
  • Declaration of Citizenship by the parents (download)
  • In case of an application made after three months and before one year of the birth Declaration of Birth under Section 24, (Registration B-6 Form)
  • In case of an application made after one year of the birth, (Registration B-6 Form)form and a letter addressed to Registrar General giving the reasons for the delay
  • Birth certificate issued by the relevant competent authority of the country of birth/Hospital record of the child. (with a photo copy) In this case the attested copy of the English translation of Thai birth certificate by the Consular Affairs Department of the Ministry of Foreign Affairs of Thailand should be submitted.
  • Original Birth certificates of the father and the mother. . (with photo copies)
  • Original Marriage certificate of parents. (with a photo copy)
  • Original Passports of the parents at the time of the child’s birth. (with a photo copies)
  • Original Visas of the parents at the time of the child’s birth. (with a photo copy)
  • English translation attested by the relevant authorities should be produced for all the documents issued in other than Sinhala, Tamil or English.
  • If the mother is not present at the Embassy to submit the application, please note that the father of the child is required to present himself for the registration of the birth of the child.

The following documents are required to submit for the Registration of Citizenship:

  • Duly filled citizenship application together with the declaration (download) signed by the Parents in front of the Diplomatic officer at the Embassy.
  • Birth Certificate of the child issued by the country where the birth took place. (If the original Birth Certificate is not in English, an English translation attested by the relevant authorities should be attached.)
  • Consular Birth Certificate of the child issued by the Registration General Department of Sri Lanka.
  • Original Birth Certificates of parents with photo copies
  • If the applicant (father or mother) is a Sri Lankan citizen by registration, the citizenship certificate with copies
  • Original Marriage Certificate of parents with a photo copy
  • Original Passports and Visas of the parents to prove residence abroad at the time of the child’s birth (With photo copies).
  • English translations of the above documents attested by the relevant authorities, where necessary and applicable

Note:

– Submission of forged documents and making false declarations relating to birth/citizenship is a punishable offence. Fees will not be refunded in these circumstances.

– Incomplete applications will be rejected 

Registration Process

Submission of Application 

It is required to submit the relevant documents along with the originals to the Embassy and the originals will be return after verification.

Applicants are kindly requested to get an online appointment prior to visit to the Embassy by accessing the Embassy website. (click here

If the birth is not been registered at the country of birth and If the parents are living in Sri Lanka declaration for registration of the birth be forwarded to the Central Record Room of the Registrar General’s Department, Maligawatte, Colombo 10. (Prior to visit to the Central Record Room, applicants are advised to visit to the Consular Affairs Division of the Ministry of Foreign Affairs of Sri Lanka located at 2nd Floor of the Ceylinco Building, Colombo 01, to pay the fee. 

If the declaration is submitted to the Central Record Room of the Registrar General’s Department, Rs.3900 should be paid to the Consular Affairs Division of the Ministry of Foreign Affairs and hand over the receipt to the Central Record Room for the registration and issuance of a birth certificate. Same set of documents specified above should be produces to the Consular Division and to the Central Record Room. 

The Central record room and Consular Division is open from 9.00 a.m. to 3.00 p.m. Except for Saturdays, Sundays and public holidays)
However, if you are unable to visit Embassy, please contact Embassy officials for advice/instructions on case by case basis.
Visiting the Embassy:
You may submit the application to the Consular Division of the Embassy by hand. Consular Division is open from Monday to Friday except holidays
Submission of applications/documents from 09.00 hrs – 12.30 hrs
Collecting documents from 13.00 hrs – 16.15 hrs

Application Fee

Birth Registration:

  • Registration of Birth – 429 THB
  • For issue of Birth Certificate or each additional copy there of – 440 THB

Citizenship Registration:

  • Citizenship Registration within the prescribed period – 1,100 THB
  • For a delayed citizenship application -110 THB (per each year)
